If it's only available once per stat like the bit in the san francisco bos bunker in fallout 2 then i wouldn't mind it, if it's gettable multiple times per stat i think that would be a bit overpowered, although the resistance/armouring ones did have a couple of levels in fallout 2.The maximum level obtainable in fallout:One additional point is available upon completing lonesome road.Usanagi at the new vegas medical centre to increase it to 8.Starting old world blues automatically grants the spineless perk (+1 strength) and completing it gives the option to replace spineless with reinforced.
